Agrarian
reform began to change in the early 1960’s. The socialist changes of the
Cuban Revolution began to focus more on economic sectors of Cuba and not
on agriculture. Therefore, previous limitations on land ownership became
objectionable.
The government nationalized all landholdings over 165 acres and
organized all farmers into the National Association of Small Farmers (ANAP).
The agrarian reforms enacted by Castro focused on centralizing the Cuban
economy and eliminating the capitalist system altogether.
The Second Agrarian Reform Law of 1963 was seen as the boldest measure
that erupted from the Cuban Revolution.
