Program for the Vindication of the Indians of Ecuador (1946)

For the Indians of the Haciendas

  1. To struggle so that the hacendados don’t take away or diminish the huasipungos of the huasipungeueros.
  2. To struggle so that they can graze their animals and gather water and wood for their domestic necessities on the land of the haciendas
  3. To struggle so that the huasipunguero is not obligated to work on land cultivated by the boss more than three days a week.
  4. To struggle so that women, workers who are not huasipungueros and children are not obliged to work.  If they work it should be voluntary.
  5. To struggle so that the salary of the huasipungueros on the days of raya is no less than one sucre and fifty cents a day.  On the days of no raya , the pay of the huasipunguero should be three sucres.  During the hours passed of the legal work period the salary should conform to the rules of the Code of Work
  6. To struggle so that salary of those who are not huasipungueros is more than that earned by the huasipungueros and in agreement with the normal salary in each part of the country.
  7. To struggle so that the cuentayos and pastors are not charged for the death of an animal that was not their responsibility.
  8. To struggle so that the eracamas are not charged for the decreased weight of the threshed corn caused by the natural drying which occurs between the harvest and the threshing.
  9. To struggle so that taxes are not charged on the first products of the season
  10. To struggle so that the employees and servants of the haciendas don’t insult or mistreat the peons.
  11. To struggle so that they have schools.
  12. To struggle so that they have clean houses which conform to legal standards.
  13. To struggle so that they are not impeded from creating the organization

For the Indians of communes and villages

  1. To struggle so that the hacendados don’t take away the land and water from the communes
  2. To struggle so that the Government quickly and justly resolves the issues of the communities.
  3. To struggle so that the tribes who have not yet formed towns are guaranteed the land necessary for their current needs and their future expansion.
  4. To struggle so that these tribes are incorporated into the civilized life, creating stable towns and helping the development of their agriculture and animal raising.
  5. To struggle to create the Department of Indigenous Affairs, which will be committed to the improvement of the living conditions of the Indian.
  6.  To struggle for the improvement and expansion of Indian schools.
  7. To struggle so that the Federation of Journalists intensifies the literacy campaign
  8. To struggle so that there is a campaign for the improvement of the life of the Indian, including in the area of housing, health and public assistance.
  9. To struggle so that the Government favors the formation of cooperatives, whether they be on private land or on unused land.
  10.  To struggle for the establishment of courses for the technical instruction of indigenous ways of agriculture and animal raising.
  11. To struggle for the development of the manual arts of the indigenous {weavings, wood working, clay, sculpture, painting, etc.}
  12. To struggle to stimulate the development of indigenous music, song and dance
  13. To struggle so that the Banks of Development give credits, machines and tools to the indigenous collectives.
  14. To struggle so that all the laws in favor of the Indian are respected.
